Almeer Technical Services Company (Atsco), which offers total engineering solutions to process industries, counts some of Kuwait’s leading companies as its clients.

From its corporate headquarters in the East Ahmadi industrial area, Atsco has been able to service Kuwait Oil Company, Kuwait National Petroleum Company (KNPC), Petrochemical Industries Company, Equate and the Ministry of Electricity and Water (MEW) in addition to a number of private companies.
Atsco specialises in mechanical, electrical and instrumental engineering and provides expertise in turnkey projects and specialised instrumentation services and in-house calibration services. The company also owns a modern plant for control panels.
The company operates through four divisions, namely sales, projects, systems & services and manufacturing.
Operating from its nerve centre in a floor area of 13,000 sq m that encompasses offices, workshops an calibration, valve-testing and storage facilities, the company has been able to reach out to a very wide client base. “Throughout, the standard of equipment is state of the art and up to the latest technology,” a company statement says. “All systems, tools and machinery employed meet with the strictest and most stringent specifications demanded by our valued clients.”
The manufacturing sector is located at the Amghara Industrial Area. Additionally, the company owns a storage facility for heavy equipment, machinery and materials at Mina Abdullah Industrial Area.
With customers as prestigious as the ones it has, Atsco has put in place a substantial fleet of over 200 equipment vehicles in order to meet the needs of every possible work requirement. The company stresses it is very strict about selecting only the best equipment so that its tough standards can be consistently maintained.
“Atsco’s reputation and position of leadership today are the result of steady growth, guarded discipline and consistent improvements in performance over the years,” the statement said.
Its manufacturing division was established in 1997 and named Almeer Industries for Control Panels. It functions as an Atsco subsidiary specialising in the design and manufacture of instrument control panels, industrial enclosures and related accessories for use in the oil and gas, petrochemical and power and water industries in Kuwait.
Allmeer has so far supplied more than 4,000 panels and enclosures including custom-built ones to local industries.
The division is also equipped with an electroplating plant for galvanising and tin-plating on copper, computerised as well as chemical-etched engraving, industrial sandblasting and painting.
Computer facilities with the latest versions in software including Autocad and Primavera are available and extensively used for engineering services and project-monitoring activities.
“While meeting the present needs of industries, our engineers are constantly striving to create new and innovative products to suit our demanding customers,” the statement says.
“”Our concern on creating a safe environment has resulted in sandblasting and painting operations being carried out in isolated premises under watchful supervision.”
The company fulfils orders on instrument and control panels; marshalling panels and cabinets; junction boxes; gauge racks; cable ladders and trays; lighting poles and markers and roll-formed section and profile sheeting.
Atsco is an approved contractor in the field of oil, power, water and petrochemical industries in Kuwait and has a continuous track record of success in the execution of many major turnkey products, the company reports.
Its work areas include estimation and tendering; project planning and management; design and detailed engineering; materials management; commissioning and startup; CAD and documentation; field calibration and maintenance.
Supporting the Projects Division is a well-equipped workshop.
“This value-added ingredient carries specific importance in construction activities by ensuring that all stocks of requisite materials and equipment are quickly updated and replenished,” the statement says.  “Each project assigned to Atsco is executed with the strictest adherence to quality and safety requirements. There are numerous cases of projects executed with international collaborators, either in joint agreements or in the role of executing partners.”
Atsco is very proud of a successful project it undertook for KNPC on the “Modernisation of the Central Room at Shuaiba Refinery – installation works.” The central objective of the project was to achieve a smooth transition from the existing panel instrument-based control system located at the old Control Room to the distributed control system (DCS)/ESD-base control system located at the new Control Room and various satellite houses through a series of programmed onlive live transfers while the units were in operation.
The scope of work included an extensive field survey and careful documentation of the existing installation; verification and revision of all related BVPI engineering documents handed out by KNPC (BVPI was previously contracted to work on the project but the contract was subsequently closed through an amicable disengagement agree-ment); completion of balance engineering, procurement of a large quantum of balancing system materials, construction materials and immense field construction works.
The scope also covered the installation, testing, site accep-tance test and commissioning of the complete system catering to approximately 12,000 tags and various support equipment; cutover of all the units of Shuaiba Refinery; training of KNPC personnel  and as-built drawings.
Atsco’s Systems & Services Division provides a full range of specialised instrumentation and system integration services including DCS, ESD and PLC systems and Scada systems.
The division also offers in-house testing and calibration for pressure, temperature and level instruments flow; control valves and safety valves and electrical and instrument test equipment.
Atsco inventories carry a large number of certified calibration test equipment traceable to Namas and NIST standards.
“The division has a broad industrial and business background and possesses in-depth knowledge of control strategies and process dynamics,” the statement said.
