Package: KMoE-Subiya Power Plant
Owner: The Kuwaiti Ministry of Electricity and Water
Budget: $3 billion
Scope: The project calls for the construction of a new gas-fired combined-cycle power plant at Subiya. The plant will have a proposed power generation capacity of 2,000 MW.
Update: The consortium of Hyundai Heavy Industries and General Electric (GE) has been awarded the main contract.

Package: KMoE-Al Zour Power & Desalination Phase 2
Owner: The Kuwaiti Ministry of Energy
Budget: $700 million
Scope: The project calls for the second-phase expansion of the Al Zour power and water plant by 1,200 MW and 60 mg/d.
Update: National Contracting Company has been awarded the main contract.

OMAN

Package: Sohar Iron Ore Pellet Plant
Owner: Vale
Budget: $1.4 billion
Scope: The project calls for the design and execution of an iron pelletising plant at Sohar, Oman. The plant will have a capacity of 9,000,000 tonnes per year (tpy).
Update: Work is in progress.

Package: Rusayl 1 & Barka 2 Independent Water and Power Plant (IWPP)
Owner: The Omani Ministry of National Economy
Budget: $700 million (power); $300 (desalination)
Scope: The project calls for the construction of a new IWPP at Barka, which is expected to have a power generation capacity of 678 MW and 120,000 cm/d of water. The contract also includes acquisition of the existing 668 MW Rusail 1 plant at about $180 million.
Update: Commissioning is expected soon.

Package: OPAEW-Solar Power Plant
Owner: The Oman Public Authority for Electricity & Water
Budget: $600 million
Scope: The project calls for the design and construction of the first solar power plant with a capacity between 50 MW and 200 MW.

Package: Shadeed-Sohar Integrated Steel Complex-Pelletising
Owner: Al Gaith Holding
Budget: $600 million
Scope: The project calls for the construction of a 4 million tpy steel pelletising unit as an expansion the Sohar integrated steel complex which is being developed.
Update: Commissioning is expected by Q1 2010.

Package: Wadi Daiqah Dam-Quriyat Network
Owner: The Omani Ministry of Regional Municipalities, Environment and Water Resources
Budget: $300 million
Scope: The project calls for building a water supply network from Quriyat to Muscat, as part of the Wadi Dayqah Dam project. The scope of work involves the design and construction of a 125,000 cu m per day water treatment plant, two pumping stations, a 130 km DI pipeline, a 1,100 cu m reservoir and 82.5 km power cable and access roads. The network will deliver treated water to Hayl, Ghaf, Daghmar and Quriyat. A separate pipeline will carry water to Al Amerat, about 40 km from the dam.
Update: The main award is due in January 2010.

QATAR

Package: Qatalum smelter
Owner: Qatar Aluminum (Qatalum)
Budget: $5.6 billion
Scope: The project calls for the construction of 1.2 million tpy aluminium smelter. The project also includes a 1,250 MW gas fired power plant, a 220 kV substation and a 400 kV grid connection.
Update: Testing and first trial production has started. Full commissioning is expected in Q2 2010.

Package: Qatar Power Transmission Programme - Phase 7
Owner: Qatar General Electricity & Water Corporation (Kahramaa)
Budget: $2 billion
Scope: The project calls for the supply and installation of 22 new substations; upgradation and modification to 25 substations ranging from 66 kV to 400 kV; underground cables of 66 kV to 400 kV for 150 km; overhead lines of 104 km. The 22 new substations are as follows: three with 400 kV, four with 220 kV, two with 132 kV and 13 with 66 kV capacities.
Update: Commissioning is expected soon.

Package: Qatofin-Mesaieed LLDPE Plant
Owner: Qatofin
Budget: $1.5 billion
Scope: The project calls for the design, supply and construction of a 450,000 tpy linear low density polyethylene (LLDPE) plant at the Mesaieed Industrial City, including associated works.
Update: To be fully commissioned in Q1 2010.

Package: Pearl GTL-power
Owner: Pearl GTL
Budget: $300 million
Scope: The project calls for the supply, installation and commissioning of six 42 MW gas turbines, which will be installed in the Pearl Gas to Liquids (GTL) cogeneration plant.
Update: Commissioning is due in February 2010.

Package: Qatar Petroleum-Dukhan High Voltage Power Network
Owner: Qatar Petroleum (QP)
Budget: $150 million
Scope: The project calls for the design and installation of a high
voltage power network in Dukhan. The scope of work includes two new 33 kV substations to accommodate the existing Dukhan Power Station loads and future planned loads up to the year 2022.
Update: The main award is due in February 2010.

SAUDI ARABIA

Package: NCP-Jubail Petrochemical Complex Expansion 3 - Downstream Derivatives
Owner: National Chevron Phillips Company (NCP)
Budget: $3.8 billion
Scope: The scope of work includes the front end engineering and design (FEED) and an engineering, procurement and construction (EPC) contract for the construction of a 1.2 million tpy ethane cracker at the new National Chevron Phillips (NCP) petrochemical complex in the Jubail Industrial Area.
Update: Construction is in progress and expected to be completed by Q2 2011.

Package: SSJA-Jizan Aluminum Smelter
Owner:
Sino Saudi Jizan Aluminum
Budget: $3.5 billion
Scope: The project calls for the design and construction of a 1 million tpy aluminium smelter with all related facilities at Jizan in Saudi Arabia.
Update: A geotechnical study for the smelter has been completed. A technical feasibility study is ongoing.

Package: Kayan-Jubail Olefins Complex-Cracker
Owner: Saudi Kayan Petrochemical Company
Budget: $2 billion
Scope: The scope of work includes the supply of technology and EPC services for a new mixed feed ethane/butane cracker with an initial capacity of 1.35 million tpy.
Update: About 95 per cent of construction work has been completed. Commissioning is expected by Q2 2010.

Package: Rabigh 6 Power Expansion
Owner: Saudi Electricity Company (SEC)
Budget: $2 billion
Scope: The project calls for the design and execution of the Rabigh 6 power plant expansion in the north of Jeddah in Saudi Arabia. The project will have a capacity of 2,400-2,800 MW.
Update: Doosan Heavy Industries has been awarded the main contract.

Package: Saudi Water & Wastewater Privatisation-Dammam/Khobar
Owner: The Ministry of Water and Electricity
Budget: $1.5 billion
Scope: The project calls for the Dammam/Khobar water and wastewater privatisation. The scope of work covers existing wastewater treatment plants (including their rehabilitation and upgrading), implementation of plants currently under construction, and the development of a significant capacity expansion.
Update: The project is still under design.

Package: SPC-Jubail PP Expansion
Owner: Saudi Polyolefins Company (SPC)
Budget: $500 million
Scope: The project calls for an EPC contract to expand Saudi Polyolefins Company’s (SPC) Jubail polypropylene plant by 350,000 tpa. Total production capacity will reach 800,000 tpy once the expansion is commissioned.
Update: Commissioning has been delayed and should happen sometime in Q1 2010.

Package: King Abdulaziz International Airport (KAIA) Expansion-Desalination Phase 2
Owner: The Saudi Arabia General Authority of Civil Aviation (GACA)
Budget: $300 million
Scope: The project calls for the construction of a 30,000 cu m per day desalination plant to serve the expansion of the airport in Jeddah. The contract will be based on a 20-year build operate transfer (BOT) contract. The plant will use reverse osmosis (RO) technology. The scope of work will also include dismantling the existing multi stage flash (MSF) plant. The desalination capacity of the plant is expected to be increased to 45,000 cu m per day in the future.
Update: The main award is due in March 2010.

Package: Saline Water Conversion Corporation (SWCC) - Jubail Desalination Expansion Phase 5
Owner: SWCC
Budget: $300 million
Scope: The project calls for expanding the power and desalination plant at Al Jubail by 100,000 cu m per day (about 22 mg/d) of desalination capacity. Additionally, the plant will generate about 200 MW of power to serve desalination units. This five-phase expansion will serve the cities and villages of Sudair, Alwashim, and Qassim.
Update: The main tender is expected to be issued in June 2010.

Package: SEC-PP9 Expansion-Substation 380 kV
Owner:

Budget: $100 million
Scope: The project calls for the supply and installation of a 380 kV substation with 26 gas insulated switchgear and breakers to serve PP9 expansion.
Update: Commissioning is due at the end of December 2009.

UAE

Package: The Dubai Electricity & Water Authority (Dewa)-Hydrogen Power and Desalination Plant-Ras Hassyan
Owner: Dewa
Budget: $3 billion
Scope: The project calls for the construction of a power and desalination plant in Ras Hassyan with a production capacity of 2,000 MW.
Update: Marubeni Corporation has been awarded the main contract.

Package: ADIC-Steel Plant-Phases 3 and 4
Owner: Abu Dhabi Investment Company (ADIC)
Budget: $2 billion (phase 3); $1 billion (Phase 4)
Scope: Phase 3 of the project calls for the design and construction
of a steel plant in Taweelah. The plant will have a steel factory to manufacture flat steel lines. Under phase 4 the plant will transform up to 10 million tonnes of iron ore into usable pellets.
Update: The project is still under study. Under phase 4 the owner will aim to reduce carbon by capturing carbon dioxide emissions from all its steel making plants and injecting them into oilfields for permanent storage.

Package: ADIC-Steel Plant-Phase 2 A & B
Owner: ADIC
Budget: $1 billion (phase A); $500 million (phase B)
Scope: The project calls for a design and construction contract to expand the existing steel plant in Musaffah, in Abu Dhabi Industrial City. The plant will have a steel factory comprising mills and rolling lines. Under phase B, the development will add a capacity of 1 million tpy.
Update: Work is in progress and construction work is 60 per cent complete.

Package: Mina Saqr Coal Fired Power Plant
Owner: Ras Al Khaimah Investment Authority (Rakia)
Budget: $1 billion
Scope: The project calls for the design and execution of a coal-fired power plant at Ras Al Khaimah, 110 km northeast of Dubai and 20 km from the Omani border. The project will have a capacity of 500-600 MW.
Update: MMC Corporation Berhad has been awarded the main contract.

Package: Dewa-Hassyan Power & Desalination Plant (Station P)-Phase 2-Power
Owner: Dewa
Budget: $1 billion
Scope: The project calls for the construction of a greenfield power generation plant and a desalination unit. Phase 2 will have a capacity of 1,500 MW of power and 120 million gpd of water.
Update: The main bids have been submitted. The main award is due.

Package: CPC-PTA/PET Complex in Abu Dhabi
Owner:
Abu Dhabi National Oil Company (Adnoc)
Budget: $1 billion
Scope: The project calls for the design, supply and construction of a purified terephthalic acid (PTA) and polyethylene terephthalate (PET) resins complex in Abu Dhabi, jointly with the Chinese Petroleum Company. Paraxylene will be secured from the gasoline and aromatics (GAE) expansion project.
Update: The project is still in the planning stage.
