
BAHRAIN
Package: Addur IWPP-Desalination
Owner: Bahrain Ministry of Finance & National Economy
Budget: $600 million
Scope: The project calls for design, supply, construction and a 25-year operation of a facility with a capacity of 1,234 MW of power and 48 million gpd of desalinated water. The plant will be located on the eastern side of the main island between Ras Abu Jarjur and Addur.
Update: The project is scheduled for commissioning in September 2011.
KUWAIT
Package: Minagish Oil Field-Two substations 132/11kV
Owner: Kuwait Oil Company (KOC)
Budget: $50 million
Scope: The project calls for the design and construction of two 132/11kV substations at Minagish Oil Field in western Kuwait.
Update: National Contracting Company (NCC) has been awarded the main contract.
OMAN
Package: Barka IWPP 3-Power at Sohar and Barka
Owner: Oman Power & Water Procurement Company (PWPC)
Budget: $1 billion each
Scope: The project calls for designing and executing a 650 MW power plant at Sohar in the north of Oman and designing, building and operating a 650 MW plant at Barka - both part of the third phase expansion of Barka Independent Water and Power Plant (IWPP), which will have a combined capacity of 1300 MW. The plant is likely to be gas-fired.
Update: The BOO (build, own and operate) tender has been issued for the project. The bid submission date has been scheduled for October 2009.
Package: Rusail 1 & Barka 2 IWPP-Power
Owner: Oman Ministry of National Economy
Budget: $700 million
Scope: The project calls for the construction of a new Independent Water and Power Project (IWPP) at Barka in Oman. The project is expected to have a power generation capacity of 678 MW and 120,000 cu m per day of water. The contract also includes acquisition of the existing 668 MW Rusail 1 plant for about $180 million.
Update: The project is expected to be commissioned in December 2009.
QATAR
Package: Qatar Power Transmission Network Phase 9 - 54 substations
Owner: Qatar General Electricity & Water Corporation (Kahramaa)
Budget: $4.75 billion
Scope: The project calls for the design and construction of 54 substations including three underground stations at Doha. The contract includes building construction and cabling works.
Update: Mobilisation work is completed and the main construction work has started.
Package: Kahramaa-West Coast IWPP
Owner: Kahramaa
Budget: $3 billion
Scope: The project calls for the construction of a 2,000 MW power plant on the west coast of Qatar.
Update: The project is still in the planning stage.
Package: Qatar Solid Waste Management Facility
Owner: The Government of Qatar
Budget: $2 billion
Scope: The contract calls for designing, building and operating (20 years) an integrated solid waste management facility with 500 tpd processing capacity. The project includes a Domestic Solid Waste Management Centre (DSWMC) and four waste transfer stations to handle and treat domestic solid waste. The DSWMC has a treatment capacity of 2,300 tonnes of mixed domestic solid waste per day. It is built on an area of 300 hectares and is equipped with separation and recycling facilities, a waste to energy general plant, a composting facility, an engineered solid waste landfill and a construction and demolition waste recycling unit. The contract includes the collection and transportation of all kinds of waste and treating them.
Update: Commissioning has been delayed until January 2010.
Package: Qatar Power Transmission Programme Phase 7
Owner: Kahramaa
Budget: $2 billion
Scope: The project calls for the supply and installation of 22 new substations, upgradation and modification of 25 substations ranging from 66 kV to 400 kV, 66 kV to 400 kV underground cables of 150 km and overhead lines of 104 km. The 22 new substations are as follows: three with 400 kV, four with 220 kV, two with 132 kV and 13 with 66 kV capacity.
The project is Phase 7 of Qatar power transmission and distribution scheme and covers Doha, Ras Laffan, Mesaieed and Al Khor.
Update: The project is expected to be completed in December 2009.
SAUDI ARABIA
Package: Jizan Economic City-Power Plant
Owner: Saudi Arabian General Investment Authority (Sagia)
Budget: $9 billion
Scope: The project calls for the design, supply, installation and operation of a 4,860 MW power plant to serve upcoming industrial developments in Jizan Economic City.
Update: The project is expected to be completed in February 2011.
Package: Saudi Egypt (Red Sea) Power Interconnection
Owner: Egyptian Ministry of Electricity & Energy/Saudi Ministry of Water & Electricity
Budget: $8.5 billion
Scope: The project calls for the design and construction of a 1,370 km high voltage interconnector between Saudi Arabia and Egypt: 700 km between Madinah and Tabuk and 675 km between Tabuk and New Cairo. The construction will also include 25 km-long subsea cable across the Gulf of Aqaba.
Update: The award for the main construction contract is expected in mid-October 2009.
Package: Qurayah Power Expansion 3,600 MW
Owner: Saudi Ministry of Water and Electricity
Budget: $7.2 billion
Scope: The project calls for the expansion of the existing power plant - the Qurayah 2 power plant in the eastern province - by 3,600 MW of power generation capacity.
Update: The project is still in the planning stage.
Package: Saudi Natural Water Bank Project
Owner: Saudi Ministry of Water and Electricity
Budget: $6 billion
Scope: The project calls for a natural water scheme that aims to make use of rainfall as a potable water source to meet Saudi Arabia’s demand for 21 years. The scheme will target areas that get regular rainfall such as Tihama in south Saudi and are suitable for building underground dams and reservoirs. It is also close to the Mecca, Taif, Medina, Baha and Abha regions that need large potable water supply. Another proposed location for the underground dam is in Wadi Nueman, between Jeddah and Mecca. It is expected to store more than 100 million cu m of water. Jeddah suffers acute water shortage.
Update: The project is under study.
Package: Jizan Economic City-Aluminum Complex, Refinery & Smelter
Owner: Western Way for Industrial Development
Budget: $5 billion
Scope: The project calls for the design, supply, installation and operation of an integrated 1.6 million tpa alumina refinery and a 1-million tpa aluminium smelter in Jizan Economic City. Bauxite will be imported from Greece. The project also includes supply and installation of a power plant to serve the smelter.
Update: The plant is expected to be commissioned in February 2013.
Package: Maaden - Al Zabirah Bauxite Development-Aluminium Smelter - Phase 1
Owner: Saudi Arabian Mining Company (Maaden)
Budget: $5 billion
Scope: The project involves the construction of an aluminium smelter with a capacity of 740,000 tpa of aluminium with two potlines, carbon plant, cast house and support facilities and an alumina refinery of 1.4 million tonnes processing capacity at Ras Al Zour on the central east coast of Saudi Arabia. Bauxite will be mined at Al-Jalamid and transported via the proposed minerals railway. The development also includes the construction of a 1,800 MW power plant with desalination capacity.
Update: Construction work is ongoing and expected to be completed in December 2010.
Package: Marafiq-Jubail IWPP Phases 1, 2 and 3-Desalination

Budget: Phase: $1.5 billion; Phases: 2 and 3 $1billion each
Scope: Marafiq’s IWPP in its first phase will have a new facility operating under a build, own, operate and transfer (20 years) system. The facility will have the capacity to produce 2,750 MW of power and 800,000 cu m of water per day. In the second phase, the project will produce an additional 2,500 MW of power and 100,000 cu m of water per day. In the third, it will add 1,100 MW of power generation and 340,000 cu m per year of water desalination. The power plant will be linked to the 380 kV national grid.
Update: The project is expected to be completed in May 2010.
Package: Marafiq-Jubail IWPP Phases 1, 2 and 3-Power

Package: GCC Water Grid
Owner: GCC Interconnection Authority (GCCIA)
Budget: $3.9 billion
Scope: The project calls for connecting the GCC countries’ water networks through a 1,324 km water transmission pipeline from Sohar in Oman to Al Khafji on the Saudi/Kuwaiti border. The scope of work involves the construction of three 60.5 million gpd RO desalination plants at Sohar in Oman, Sila in the west of the UAE and Al Khafji in Saudi Arabia. The scope of work also includes at least 70 pumping stations and more than 30 water reservoirs. Initial cost estimates is $1.6 billion for desalination plants and $2.3 billion for pipeline and pumping stations.

Package: Rabigh 2 Power Expansion-Phase 2 (1,400 MW)

Budget: $3.5 billion
Scope: The project calls for expansion of the Rabigh 2 power plant by 1,400 MW. The scope includes engineering, procurement of turbines, construction and commissioning.
Update: The main award is due in October 2009.
Package: WEC-Shuqaiq IWPP Phase 2-Power and Desalination
Owner: Water & Electricity Company (WEC)
Budget: $3 billion
Scope: The scope of work for the power portion of the project consists of expanding the existing product facility to 850 MW and work for the desalination plant involves expansion of the capacity by 47 million gpd using reverse osmosis technology. Both projects are based on a 20-year build own and operate agreement and will serve the Aseer and Jazan areas.
Update: The project is expected to be completed in December 2010.
Package: Shuaiba IWPP Phase 4
Owner: Saline Water Conversion Corporation (SWCC)
Budget: $3 billion
Scope: The project calls for expanding the power and desalination plant at Shuaiba by 450,000 cu m per day of desalination capacity. Additionally, the plant will generate about 700 MW of power to serve desalination units. This phase 4 expansion will serve Makkah, Taif and Jeddah.
Update: The project is still in the planning stage.
Package: SEC-PP10 Phase 2
Owner: Saudi Ministry of Water and Electricity
Budget: $3 billion
Scope: The project calls for construction of the 10th power generation plant in the Central Province. The facility is called PP10. Power generation capacity of the plant will be 3,000 MW. The PP10 is located 80 km west of Riyadh. The plant will have a power generation capacity of 2,000 MW in phase 1.
Update: Phase 2 of the project is still in the designs stage.
Package: Hafr Al Batin Cement Plant
Owner: Hafr Al Batin Cement
Budget: $2.3 billion
Scope: The project calls for the supply, installation and commissioning of a 20,000 tpd cement manufacturing facility in Hafr Al Batin in the north of Saudi Arabia. The plant will be built in phases and will initially produce 5,000 tpd.
Update: The project is expected to be completed in December 2010.
Package: Shuqaiq Water Transmission & Distribution Phase 2
Owner: SWCC
Budget: $2 billion
Scope: The six-package project consists of the construction and installation of more than 900 km water pipeline network that will supply cities located in the south west of the country with water produced by the new Shuqaiq Independent Water Power Plant (IWPP). The water network will mainly supply Abha, Jizan and Dhahran Al Janoub.
Update: The project completion has been delayed until December 2011.
Package: Rabigh 6 Power Expansion
Owner: Saudi Electricity Company (SEC)
Budget: $2 billion
Scope: The project calls for design and execution of the Rabigh six power expansion in the north of Jeddah. The project will have capacity of 2,400-2,800 MW.
Update: Submission of the main EPC bids is due at the end of October 2009.
UNITED ARAB EMIRATES
Package: Abu Dhabi Water & Electricity Authority (Adwea)-Fujairah IWPP 2-Power & Desalination
Owner: Adwea
Budget: Power: $2 billion; desalination: $800 million
Scope: The power project calls for the design, supply, installation, commissioning and operation of the second IWPP in Fujairah. The power plant will be gas-fired and generate 2,000 MW. The desalination portion of the package calls for the design, supply, installation, commissioning and operation of the plant which will have a capacity of 130 million gpd.
Update: The project is expected to be completed in December 2010.
Package: Adwea-Shuweihat IWPP S2-Power & Desalination
Owner: Adwea
Budget: Power: $1.5 billion; desalination: $1 billion
Scope: The project calls for the design, engineering, procurement, financing, construction, commissioning and operation of the new IWPP in Shuweihat. It is expected to be similar to the S1 facility with a power generation capacity of 1,500 MW. The desalination part of the project calls for the designing, engineering, procurement, financing, construction, commissioning and operation of the plant with a capacity of 455,000 cu m per day of desalinated water.
Update: The project is expected to be completed in September 2011
Package: Adwea-Taweelah C IWPP-Power
Owner: Adwea
Budget: $1.2 billion
Scope: The project calls for the design and construction of a 1,600 MW and 100 million gpd independent power and water plant. The IWPP will be located either in Shuweihat or in Taweelah.
Update: The project is under study.
Package: Adwea-Qidfa Power & Desalination Plant Expansion Phase 2 - Power
Owner: Adwea
Budget: $700 million
Scope: The second phase will involve the addition of up to 1,000 MW and 100 million gpd. In the first phase, UWEC will supply up to 90 million gpd of desalinated water to Abu Dhabi and 10 million gpd to the Northern Emirates. The water will be transported through a 179-km pipeline from Qidfa in Fujairah to Sweihan in Abu Dhabi and will be stored in five 20 mg capacity storage tanks at different locations.
Update: The project is scheduled to be completed in December 2009.
Package: Adwea-Saadiyat Island Development-Power
Owner: Adwea
Budget: $700 million
Scope: The project calls for the supply and distribution of power and water supply to the 27 sq km Saadiyat Island. The scope of work involves the designing, supplying, installation and commissioning of a 400/132/22 kV grid station, five kV substations, 400 kV overhead lines and 22 kV load centres. Saadiyat Island is expected to demand 1,400 MVA of power. The water package will be constructed in two phases and involves design, supply and installation of 60 km pipelines varying from 150 mm to 1,600 mm in diameter. The scope of work also includes the implementation of an associated urban water distribution network.
